Issue: Import Haz now will be booked by VBS clerk

Short Description: As from Monday the 08/04/13 all Import Haz timeslots will be booked by the VBS clerk, this will be similar to how Export Haz has been managed since 2006.
All imports will not be able to be booked by a carrier and you must contact the VBS clerk for timeslots. This will require a Import Haz document to be filled out and emailed to the VBS clerk to VBSClerk@patrick.com.au Carriers can email the VBS clerk who will send the document for those carriers who require it.
